This is typically done to convince someone to pay more than the car is worth. Get a Vehicle History Report

In addition to a vehicle inspection, it may be a good idea to get a vehicle history report. A vehicle history report will tell you how many owners the car has had, whether it has been in an accident in the past and whether there has been any damage to the frame of the car. It is also never a good idea to determine what you can afford by thinking only about the monthly payment. In fact, it is often a good idea to get financing before going to the dealership or buying from a private seller, which allows you to get an idea as to how much you can spend on a car.
